(Received April '9, 5.5 p.m.) TANGIER, April 8. Two sheiks to whom 'the Berbers offered the throne declined it. The Grand Vizier accused Aissa, a groat southern Arab chief, of cowardice. The Sultan also angrily blamed him for the recent defeat. Aissa immediately withdrew the camps guarding the palace and' struck his tents.
