FIRST STATUTORY MEETING.

MR. TOWNLEY AGAIN ELECTED CHAIRMAN.

• The first statutory meeting of the newly elected Harbor Board was held yesterday afternoon, when there were present Messrs. J. Townley, J. Clark, F. J. Lysnar, G. Witters, J. Brown, B. Holdsworth, E. V. Palmer, G. W. Humphries, A. S. Wachsmann, T. Holden, and Dr. Collins. The secretary and treasurer, Mr.-J. W. Witty, occupied the chair, and having read the official returns of the election, called for nominations for the Dosition of chairman. Mr. Jas. Brown intimated his desire to know what the functions .of the chairman were, and what responsibilities attached to the position. While not antagonistic to anyone, he had no desire to attend meeting after meeting for the sake of simply confirming what had been already been done. Mr. Clark pointed out that the Chairman’s fianotions were merely what the Board made them. . Mr. Lysnar: He is simply to carry out the instructions from the Board. Mr. Townley concurred in this, view,remarking that the chairman did not engage ov dismiss any employees or initiate anv new work. For his own part he had 'always in the past done his. best to carry out the instructions of the Board to the best of his ability. Mr. T. Holden then moved that Mr. Townley be re-elected chairman. Mr. John Clark seconded the motion, and in doing so paid a tribute to the manner in which Mr. Townley had carried out the administration of the Board in the* past. Dr. Collins and Mr. Brown also supported the nomination, and there being no other, Mr. Townley was declared elected, taking his seat amidst applause. . Mr. Townley returned thanks for lus re-election, and outlined the work that had been done during the past few years. He referred to the operations of the dredge Maui, and expressed the opinion that before she has to go to Auckland for docking, in about a month, the Maui ought to have cut through the rock in the river channel and given a depth of 15ft. The chairman also referred to the satisfactory reduction that had taken place in the wharfages and the increased revenue which would be available from Tauwhareparae. He was pleased to see so many members of the Board, and would assure them that he never had and never would usurp the functions of the Board. He again thanked them for his re-election, and expressed the hope that the coming year would be one of work and good results. ELECTION OF COMMITTEES. The election of committees was then proceeded with, and resulted:— Finance Committee : The Chairman, Messrs. W. D. Lysnar, A. S. Wachsmann, E. V. Palmer, G. W. Humphries, and Dr. Collins. Works Committee: The Chairman, Messrs. Brown, Holden, Witters, F. J. Lysnar, and Holdsworth. GENERAL BUSINESS. It was decided that the day of meeting should be, as heretofore, the last Monday in the month, but the hour of meeting was altered to 11.30 a.m. to suit the convenience ' of the country members.

At the instance of Dr. Collins, it was resolved that a typewritten agenda paper be supplied to each member at the meetings; also, that members be provided with small lockers for the reception of books, papers,' etc. Some discussion ensued as to the providing of annual estimates of expenditure, and also on the subject of the Board’s employees.

Dr. Collins handed in some notices of motion (details of which appeared in yesterday’s “Times”), and the meeting terminated.
