The new method of treating prisoners by trusting them worked out well in one instance recent)]’. The sheriff of Montpelier, Vermont, U.S., allowed eleven prisoners to go unguarded to a circus, taking- their promise to come back. Some Had long terms to serve, and the crowd and darkness allowed an excellent oportunity for escape. . Fifteen minutes after the performance was over every one was back -where lnv belonged. This trusting the prisoner, placing him on his honor, is the principle employed by tiie Dominion and by the Ontario Government in its prison farm at Guelph. A parole system has also been added."
