'Nikolaiev. which is a fortified town and river port in Kherson, occupies a prominent place in the naval defence of Russia. It has a great navy yard, and is the seat of a military governor, vho is the commander of the Black Sea fleet. Among its institutions are a naval school and naval observatory.
