A serious hitch in regard to the Anglo-American arbitration treaty has arisen. In the Senate Foreign Affairs Committee strong objection was taken to the submission of questions of difference to an appointed Commission of Inquiry. . . .. . . There was also objection to Britain s proposal to consult the Overseas Dominions on all matters affecting them. Senator Clarke moved that the whole question be postponed until December. Other Senators objecting. Sir Clarke’s motion was withdrawn. The President is preparing to actively intervene.
