J.M. b’bolypin was born in 1863, and had a brilliant career at the University of St. Petersburg. After graduating in 1884, he obtained an appointment at the Ministry of the Interior. After two years he was transferred to the Ministry of Agriculture, where lie remained another two years, then retiring for a time into private life. He was appointed Governor of Saratoff in 1903, and from Saratoff lie was called to .St. Petersburg to take up the portfolio of _ the Interior. When M. Goremykin resigned in 1906, M. Stolypin succeeded him as Premier, and was thanked _ by the Czar for his services and l appointed a member of the Council of Empire on January 13, 1907. In 1908 he was given the rank of State Secretary.]

The Czar has returned,to Kieff. He paid three visits to M. Stolypin prior to his death.

One hundred and ; fifty people have been arrested. They are mostly Bogroff’s acquaintances, including lawyers, clerks, etc. LONDON, Sept. 19. Tlie newspapers eulogise M. (Stolypin.
