Clifford: ''l was somewhat surprised to find that in the draft report of the Gaining Commission submitted to you on Thursday we had inadvertently trenched upon some of the recognised privileges of the House. _ Had we been accurately conversant with them we should have taken care to state our opinions in a form which would Have been technically in order.—Yours obediently, Geo. Clifford, chairman of the Racing Commission.” The Wellington City Empowering Amendment Bill was read a third time.

Tlie Mt. Hutt County, Mohalca County, Waiapu County Council, Otaki County Bills wore rejected. The following were read a third time: Waikoikoi Public Hall Transfer Bill, Riverton Harbor Loan Empowering, Auckland. Electric Power Station Site, Auckland Harbor Board Empowering, Tapanui Commonage Reserve Exchange Leasing, Ross Borough Extension,, Dunedin City and Suburban Tramways and Water Powering Amendment, Invercargill Reserves Vesting, Oneluinga. Borough Vesting, Little River Domain Board, Manukau Harbor Control, Hamilton Domains, Dunedin City Boards Vesting, Tualdtoto and Kaitangata Lakes, and passed through second reading and committee stages. The House adjourned at 1.30 p.m. till 7.30 p.m.

WAIAPU COUNTY COUNCIL BILL. WHY THROWN OUT. 'From our Parliamentary Reporter.) WELLINGTON, Oct. 23. When the Waiapu County Council (Tokomaru Harbor Board Endowment) Bill was called on this morning, the Hon. J. A. Millar submitted that- it could not (proceed, because it proposed to convert certain, national endowment lands into a harbor board endowment, and the consent "bf the Crown had not been obtained to this course. The Speaker ruled the Bill out of older oil the ground stated.

LOCAL BILLS CONSIDERED. The House resumed at 7.30, and went into committee on local Bills. The Dunedin District Drainage Bill, TuakitotoKaitangata Lakes Bill, Port Obello Roads District Lands Vesting Bill were reported. The Wanganui Harbor Board Empowering Bill, in committee, was stonewalled.

The Council met at 8 p.m

The Workers Compensation Bill was read a first time. The Local Elections Amendment Bill was read a second time.

On the second reading of the Legislature Amendment Bill the Hon. Mr. Carncross said it was a pity census details asked for in electoral enrolment forms had not been knocked out, as they comprised a “grotesque fad.” The Hon. Mr Luke said too much latitude was given to registrars in allowing them to take names off rolls.

The Hon. Mr. Rigg raid it wax time that the margin allowed country © striets in electoral bouinlarics was abolished. or minimised, as there now were bur lew places that had no borough near them. He also urged the repeal of the second ballot. The Hon. Mr McCardle defended the margin for country districts. Sir J. G. The Council adjourned at 9 p.m. until to-morrow morning.
