DEFEŔED CABLE MESSAGES.

CONDITIONS OF ACCEPTANCE,

The following iii'o included in the regulations, or any amendment thereof, prescribing the conditions under j which deferred telegrams are to be accepted for transmission to places beyond New Zealand and fixing the rates i thCrefor * and will coiyie into force on and from the Ist proximo: Deferred Telegrams at Reduced Rates.—lf the sender of a private telegram in the International service writes the telegram in plain language, 'as defined hereafter, and agrees that it shall be withheld from transmission under the conditions hereinafter set forth, the charge for such telegram shall be reduced to one-half the charge at the ordinary tariff rate. Such withheld telegrams shall be called “deferred telegrams.” Supplementary in-' structions: The sender of a deferred telegram shall insert before the ad-' dress the supplementary instruction “L.C.” completed as prescribed in'; paragraph 4 hereunder. This instruction shall be counted in the number of words charged for. Form: The .text of , deferred telegrams shall be written entirely in plain language, and shall not contain' any; marks, groups 1 of-letters or signs of punctual tion or abbreviated expressions. Any telegram containing a succession of isolated letters, of numbers, of names or of words without connected meaning, and, generally, any telegram; which does not in the opinion of the telegraph officer to whom it is presented for transmission, bear an intelligible meaning on the face of it shall not bo .treated as a deferred telegram. Registered addresses will be accepted if accompanied by a text which makes their nature clear. Telegrams without text shall not be admitted:

Telegrams at reduced rates shall be written in Frpnoh or in one of the languages of the country of origin or of destination specified by the Administrations concerned and authorised for International telegraphic ..correspondence in plain language. According as the language employed is French, a language of .the country of origin, or a language of. the country of .destination, l?he supplementary instruction “L:C.” shall be completed and become “UO.F.” (meaning “Language country France”), “L.C.0.” (meaning “Language country origin”), or “L.C.D. (meaning “Language, country destination”). The use of two or more languages in the same telegram shall not be allowed. The wording of the address and the signature of these telegrams shall be governed by the rules in force for ordinary telegrams. Counting of Words : The words in the address, in the text, and in the signature shall be counted _ according to the rides in fore© for ordinary telegrams. Regime: Deferred telegrojne •hall be admitted in the service between countries in the European Regime, and in countries in the Extra-European Regime (including Senegal). As regards the service between countries in the Extra-European Regime (including Senegal), except by. special arrangement to the contrary, deferred telegrams shall, be admitted only if the charge for .ordinary telegrams is not less than 1 franc per word. terminal and land and .submarine cable transit rates shall for deferred telegrams be reduced uniformly by 50 . per cent: When a deferred telegram .is diverted in consequence of an; interruption of route the rates which are shared pro rata shall lie half those which- would accrue to the different Administrations for. a telegram charged for at the full fate if it were similarly diverted. Application of Full Ordinary Rate to Irregular Telegrams.—The Telegraph Administrations reserve the right to refuse at the reduced rate any teletrram which in their opinion is not m accordance with the foregoing conditions. . _ „ , , , Order pf ; .transmission : Deferred telegrams shall be transmitted only aftei non-urgent private telegrams and press telegrams. Those which have not reached their destination within a period of twenty-four hours from the time of handing in shall be transmitted in turn with telegrams charged for'at the fun rate. Delivery: deferred telegrams shall be delivered in turn with telegrams at full rates. Special services. Deferred telegrams may bear any of the supplementary" instructions except that relating to urgency. The rates applicable to the various special services desired .by the sender of a deferred, telegram shall be the same as for ordinary telegrams. The corresponding supplementary instruction shall be charged for at the reduced rate. Telegraph money orders and maritime telegrams shall not be admitted as deferred Programs. Reimburisement: The period for reimbursement on account of delay in the case of a deferred telegram shall in every case be fixed at thrice 24 flours. - , '■ Accounts: ■ Accounts for ..deferred -telegrams; shall, be-dawn; up in .accord-ance-:,with: the conditions; set forth in regulation -EXXVI of the International Telegraph Convention and' Service Re-gulations;-each word . being .. counted as .halfword. . General Conditions: Deferred telegrams shall bo subject to all the conditions of the International Telegraph Convention and Service Regulations which do not conflict with the foregoing conditions.
