EFFICIENCY.
INSPECTOR HILL'S REPORT
A correspondent, “Householder,” writing to the editor on the above subject, writes: —
The following is the report of Mr H. Hill, Chief Inspector of Schools in the Hawke’s Bay district, which was forwarded to the chairman of the Waereiiga-a-Hika school committee at the direction of the H- B. Education Board in connection with the allegations of inefficiency on the part of the lately transferred master :
‘( L) The master is not inefficient ; (2) The uneven results in the upper classes are the practical outcome of imperfect preparation in the lower classes covering a series of years. (3) The present mistress was not then in charge. (4) The resolution passed by the householders is in itself contradictory, inasmuch as the headmaster is responsible for all the work of the school, and the commendatory remarks of the lower department belong equally to the master who controls the school organisation j (5) I do not recommend a transfer until mistice has been done, to the headmaster, who in my opinion has worked his' school for years under very trying conditions and does. not deserve the implied blame contained in tlie resolution passed attlie annual meeting.
