PRESIDENT'S PROCEDURE. [UNITED PRESS ASSOCIATION—COPYRIGHT] (Received August 20, 12.20 a.m.) WASHINGTON, Aug. 19. President Taft informally discussed with members of the Cabinet the Canal Bill, but no decision was reached as to whether the President will veto it. President Taft A anxious to secure a legal test regarding free tolls for American ships. It is understood that Cabinet regards the clause as not in conformity with the Hay-Pauncefote treaty. President Taft will confer with the leaders of the House and the Senate. Ho has been informed that it is too late for amendment, and that he must veto the Bill unless the Republicans and Democrats agree to a joint resolution showing that the United States has no intention to abrogate the treaty with Britain. Such a resolution would permit foreign countries to test the validity of the Act in the United States courts.
