SPECIAL ADVERTISEMENTS. POVERTY BAY RIVER BOARD. A T the request of a number of Ratepayers in the River Board District, I have consented to nomination for a seat on the River Board. Being a large Ratepayer, 1 vvi 11 he naturally very interested in any works that may be undertaken.. I am in favor of. the classification of lands within the district for the purpose of striking a differential rate. I should he also in favor of readjusting the River District boundary, as 1 consider there are lands now brought within the rating area that slioujd not be, and lands left out that should certainly be included. The first work I should favor being undertaken would be the removal of ali obstructions from the river, such as willows, etc., encroaching on the banks at narrow parts. 1 should, if elected, be very wary before supporting any scheme such as deviating the river from its present course, or building embankments on either side, as 1 consider such works would be most expensive, and if sucli were adopted, it would necessarily mean a heavy rate on a comparatively small district. When it was decided to define a River District, it was agreed that the County Council should constitute the River Board, cmisequentlv a large area of land which should have been included in the River District was left out. It will thus he- seen that amendment of the boundaries is imperative, j I recognise- that something should be done to minimise- the danger of floods, but at the same time feel, assured that caution will have to he exercised in the adoption of any scheme brought before the Board. Care must he taken to see that those lands most affected by floods shall he subject to a higher rate than other lands not so seriously affected. Whilst realising the importance and necessity of active stems being taken to prevent the recurrence of the disastrous floods that this district lias suffered from, I consider that the Board m'ust avoid hastily adopting any scheme.
