BOROUGH BY-ELECTION. TO THE ELECTORS. and GENTLEMEN,— ] have tho honor to again offer myself as a Candidate at the forthcoming By-Election, for the seat rendered vacant on the Council by my recent resignation. The reasons prompting my action wore as follows: 1. I considered unnecessary and purposeless expenditure was taking place in the carrying out and administration of certain of our Municipal undertakings. 2. ! considered therefore the time opportune for placing the supervision anti organisation of the Borough Staff appointed to carry out certain of our schemes on an infinitely better basis. 3. I considered administrative policy and direction of Borough affairs was too much at the dictation ot departmental officers to the detriment of the Councillors and Ratepayers generally. 1 therefore again place myself in the hands of those. I have had the honor to represent in the past, for a further expression of their wishes, as I do not feel disposed to further assist in the administration under existing circumstances unless I. am dfirectly empowered to insist on immediate reformation. I consider therefore the first stop to effect the change 1 desire is to place the practical supervision and control of our Municipal schemes into tlie hands Of another experienced Engineer, to which course 1 trust tho ratepayers will assent with no uncertain voice, both as an acknowledgment to the justice of my request and a justification of my action in resigning. In conclusion I wish to express my confidence in the administrative ability of my past colleagues, and my admiration for their patient hearing under public criticism and censure which this system of departmental dictation Ims subjected them to, and under which 1 foresaw they were powerless to adminster with any degree of justice to themselves or satisfaction to those they have tho honor to represent. T ABIES and GENTLEMEN,— -“-J I beg tn announce my candidature- for the vacant seat on the Borough Council. lam not the nominee of any person or narty, and ii elected shall endeavor to do my duty without fear or I'avpr. Having resided in Gisborne all my life, any whole interests identified with this district, and having -previously served as one of your representatives on the Council, and always being interested in Council affairs, I claim to he quite in touch with your requirements. I am of opinion that any services and practical experience will be ; valuable in procuring for you full value for any moneys that are to he expended in the future. The main question, I believe, is not what has led us into the present unsatisfactory position cf affairs, hut what is tlie best method to surmount the difficulties existing. I am quite unbiassed and unprejudiced, _ and while I shall endeavor to give a square and fair deal to all, I shall, if necessity arises, do nr- dutv fearlessly. I think the Conn'd affairs should he conducted on strict business principles. lam neither an orator nor accustomed to press correspondence, hut am of opinion that neither of these accomplishments are necessary, or even helpful, to arrive at sound conclusions and achieve the best results. H. ANDERSON. » POVERTY BAY RIVER BOARD. A T the request of several Ratepayers I am a Candidate for a seat on the above Board. Having boon closely identified with the district for many years, I feel anxious that any necessary work to be undertaken shall be carried hut efficiently and economically,- and that no expenditure is incurred that is avoidable, or unlikely to produce rcallv practical results. 1 am. of opinion that one of tho first steps to he taken by the Board will be to consider tho question of | classifying the lands for rating under clause" 93 of the River Boards Act, 1908. which provides that they may be classified according to their liability to damage by flood water.
