NEW FINANCIAL PROPOSALS
[UNITED PRESS ASSOCIATION—COPYRIGHT] LONDON, Nov. 19. In the House of Commons, Mr H. S. Samuel, Postmaster-General, gave notice of a fresh firiancial resolution in the Home Rule Bill, limiting payment to a fixed sum based on the present cost of services to be administered by the Irish Government, also payment of half a million, diminishing each year after three years by £50,000 until it reaches £200,000. During the debate on Mr Samuel’s resolution, Mr Cat-heart Watson declared that the proposals relating to Customs had never been before the electorates.
A prolonged argument followed t etveen Mr Austen Chamberlain, Mr Bonar Law, and Mr Lloyd George, edneoming the possibility of establishing protection under the Bill. Mr Lloyd George denied that the proposals infringed freetrado.
A BANBURY" AMENDMENT LC«T. [UNITED PRESS ASSOCIATION—COPYRIGHT] (Received Nov. 20 9.25 p.m.) LONDON, Nov. 20. Sir F. G. Bunburv moved an amendment that payments for all Irish services should not involve a charge upon the British taxpayers. 1 Tliis was negatived by 328 votes to 208 and the resolution was carried by 3IS votes to 207 . A number of Liberals, including Messrs Catbeart Wason (Termor!v of New Zealand), Murray, Ramsay MacDonald, Munro. Furguson and Pirie are discontented with Irish finances.
TO PLACATE OBJECTING LIBERALS. (Received Nov. 21, 1.45 a.m.) LONDON, Nov. 20. In'order to placate the Liberals objecting to Irish customs the Government proposes to withhold from the Irish Parliament the power to reduce taxation. In consequence of tho delay in the Home Rule Bill the Government Has postponed the Mental Deficiency Bill til] next session.
