In the Assembly Albanian delegates proclaimed their independence and neutrality. They have constituted a provisional Government at Valona, and will shortly send a commission to ask the Powers to recognise them. In the Reiclistratli the Premier announced Bills relating to the supply of horses, transport, and support for dependent soldiers in the event of mobilisation and asked the Parliamentary leaders to facilitate the speedy passage of the Bills. This aroused the. impression that the situation is still critical. Austria is moving her Slav battalions north and is replacing the Ger-man-Maygar troops with southern! garrisons similar to the arrangement in 1908.

BELEAGUERED ADRIANOPLE
CONSULS PROTEST AGAINST INDISCRIMINATE BOMBARDMENT.
(Received Nov. 30, 12-20 a m.) CONSTANTINOPLE, Nov. 29. The first wireless message from Adrianople for 15 days contained a protest by the foreign Consuls against the Bulgarians bombarding the town in addition to the fortifications and killing women and children.
