The “Times’ ” correspondent at Peking reports that characteristic delay has-been shown in finishing the southern rebellion, but it is believed that serious opposition to the Government is ovei. A new Cabinet will shortly be nominated, composed wholly of President Yuan Shill Kai’s officials. DR. SUN YAT SEN IN JAPAN. (Received August 11, 12.10 a.m.) TOKIO. August 10. Dr. Sun Yat Sen and Huan Ghsing have secretly landed in Japan, despite the Premier announcing that Chinese refugees would not he allowed.
