Mr P - .Y uan said a Departmental Commit f.p had considered the question of whether the poor were being victimised and found that it was practically necessary to follow the hawkers from door to door to ensure an observance of the regulation. The principal merchants were prepared to open depots in tho poorer districts. He recommended the public to patronise merchants entering into a Government agreement. ■ This was read a third time.
