AMBITIOUS PROGRAMME FORECASTED. PI {-O.TEv.-TKD N AVAL INCITE A SFJ3. WASHINGTON, Aug. 8. A forecast of the naval programme shows four super-Dreadnoughta, probably of the Queen Elizabeth type, two battle-misers, 100 submarines, and many destroyers will bo built. The naval personnel will bo increased by 18,000. The army programme proposes 420,000 regulars and militia, with an equipment of 1,000,000 men.
