EMPEROR WILLIAM AT FRANKFORT. OVERTURES B¥ DENMARK. Frankfort, Aug. 21. The Emperor William is now on a visit to this city, and in the course of an address said the present relations between Germany and France gave cause for uneasiness. He denied that his father had ever been favorable to the surrender of Alsace and Lorraine to France. The attitude of the French Press was pacific, and it repudiated any idea of attacking Germany at present. Berlin, Aug. 21. Overtures have been made by the Danish Government for an alliance with Germany, the basis of which should be the cession of the Northern portion of the province of SchleswigHolstein to Denmark. Prince Bismarck to entertain the proposal. Herr von Boetticher, formerly Minister of State, and Imperial Secretary of State of the Interior, has been appointed Vice-President of the Council of Ministers, and Minister of Interior, in place of Herr Furth.
