[TO THE BDITOB.J Sin, —I need not again refer to “ Outside Contractor’s ” communication, because there is really nothing to reply to—his funnyisms are not consistent with the seriousness of the subject, and bis statements are misleading. I have stated I would give plain facte, and without further comment I now tabulate them:— 1. Tenders were not called for the contract by advertisement. 2. The present contractor was unduly favored by being privately arranged with. 3. —I feel convinced the present contractor is being further unduly favored by having all necessary plant and appliances supplied him—the same being the property of the Harbor Board, and tor the use of which the Board derives no benefit. 4. I consider favoritism has been shown, by which other contractors have been unjustly treated. 5. —Virtually the contract is one of the Board’s own, and the contractor is reaping more than he is entitled to. As the Board meets to-morrow night, and as I understand the matter will be again brought up, I respectfully command these points to the attention of members and ratepayers generally.—l am, etc,, Qualmagouno.
