Paris, Feb. 18. M. Moline having formed a Ministry proposes to pass a budget and prorogue Parliament till after the close of the Exhibition.

General Billot has accepted the portfolio of Minister of War in the new Ministry, but several portfolios remain unaltered. A deputation of the various Executive Commissioners waited on President Carnot to-day, and urged him to promote a political truce until after the Exhibition is closed, in order that the success of that undertaking may not be interfered with by possible political changes.

Madrid, Feb. 18. Emperor Francis Joseph will pay a visit to Emperor William of Germany in May next. A meeting attended by thirty thousand persons, held in this city to-day, passed a resolution protesting against the Army Bill now before the Hungarian Parliament.

Berlin, Feb. 18. It is understood that Prince Bismarck is agreeable to the establishment of a joint control over Samoa by Great Britain, the United States, and Germany, and is willing that Germany should discontinue operations in Samoa, pending a decision by the Conference, which will shortly be held in this city, on Samoan affairs. The Chancellor, however, stipulates that his consent to these courses is conditional on the evacuation of German properties in Samoa, and the delimitation of the boundaries. Captain Whsman, who h:»s sailed on a special mission to the Zanzibar coast, is enlisting Egyptians for service there under the German flag.
