CHINESE QUESTION.
London, May 1.
Sir John Welshman, British Minister at Pekin, in a despatch to the Homo Government, reports that he has failed to make any progress in his efforts to induce the Chinese Government to assent to the Chinese Exclusion Acts of the Australian Colonies. The Chinese Government has not decided on any action in the matter, pending a settlement between China and England. In the meanwhile China objects to negotiate with tha Colonies unless tha Acte are suspended, pending a naw treaty,
