BOROUGH COUNCIL.

An ordinary meeting of the above was held on Tuesday evening. Present: The Mayor and Crs Dunlop, Towuley, Lewis, Lucas, Hepburn, Taylor, Hauling and Whinray. Messrs Dunlop, Whiuray, and Hepburn made the formal declaration, and the Mayor added a few remarks suitable to the occasion.

HOAD OVEBSEBB’S BEPOBT. Mr Wilkinson reported that he considered it inadvisable to disturb the surface of Childers road (owing to the loose nature of the soil) unless it was intended to form and metal the whole section, which would coat £l7O. It the contract was not undertaken this year one man could be employed three or four days to fill in the worst holes, Mr Davidson, the Overseer reported, was pushing on with tha artesian well, the depth being 523 feat. In regard to Childers road Or Lucas suggested that the repairs mentioned be carried out, as, having spent their money on the artesian well, there were no funds in hand to make a complete job of Childers road. The road was not vory bad except in a few places, and he believed the suggestion of the Overseer wou ; d be sufficient if adopted. Cr Dunlop said it would be a gross breach of faith if the matter were shelved after the understanding there had been that the complete work would be done. He moved that the work be gone on with—that specifications be prepared. Mr Harding seconded, and in supporting the motion said he agreed that it would be a breach of faith if the work were not done. In reply to Cr Lucas the Clerk said there was about £lOO in the Bank and with Government subsidy of over £lOO, and other money shortly to be in there would be about £3OO, of whioh there was a liability of over £2OO on account of the artesian well; but the rates would be coming in. Cr Lucas said it meant they had not the money unless they relied upon the rates coming in. They ought to out their pattern according to their cloth, Cr Hepburn said tha work was badly required, and if possible should be done at once. If left over until next year it would probably bo again continuously put off in the same way, The motion was then carried, Cr Lucas dissenting. Cr Townley suggested the specifications allow for tenders being made for different classes of road material. IPOVNDKEEPER'S r.BBOBT. Mr Faram suggested, in regard to the Recreation Ground, that the docks be cleared at a cost o| £3 10s, and also that the fences ba repaired. Twenty horses be taken in to graze at la Gd per week for six weeks, at the end of which period the ground to he closed in tor two months for hay, of which there would ba sufficient for the Council's horse and for the pound, and the rest oould be sold. Cr Whinray thought the suggestion was a very good one, and he moved the adoption of the report, Cr Townley seconded, but would like ta know whether it would not be necessary to fence off the footpaths. Some time ago they had heard complaints about the horses obstructing the thoroughfare, and now there was a bridge running right to the centre of the ground. Cr Lucas said they had gone to much expense in making the footpaths, and there was no thoroughfare through the ground. Cr Townley said they must consider whether the stock would interfere with the traffic on the footpaths, Cr Lucas thought the trees were sufficient protection. The motion was carried unanimously. Archdeacon Williams and Messrs Shelton and Warren were present M a deputation, requesting a grant of £25 from the Council towards the cost of having the district represented at the Dunedin Exhibition. In reply to a point raised as to whether the Council had the power, the deputation referred attention to the legislation of last session.

Cr Townley proposed that the amount be granted, provided the County Council voted a similar sqm, He considered it the duty of the Council to push the district along in every possible way. The amount asked for was a very small one, and things were being managed as economically as possible. Cr Lewis seconded. The project deserved support from all persons in the district, and as the merchants and others had had to contend with depressed times, he considered it the duty of the local bodies to contribute towards such a purpose. The motion was carried unanimously. Archdeacon Williams expressed thanks on behalf of the deputation, and said though there had been at first much apathy on the part of the public, the action of the Council would be a great encouragement to the Committee. ACCOUNTS. The following payments were passed :— A. R. Muir, £4 17s 6d; Graham, Pitt, and £2 3s 4d; W. Brown, £2 Os 3d; J. Thompson, £2 Os 3d ; A. Sawyer, £3 2s 6d ; H. Partington, £4 7s 6d ; W. Morgan, £6 10s; W. Grey, £1 15s; E. Hughes, £llss; W. Pool, £1 2s 6d; Gas Company, 18s 4d; Bridges account, £3 2s; Pound, £4 14s SI; Standard Company, £2 Ils; Returning Officer, £4 4s; Petty cash, £9 Ils 4d; Rent, £l5 ; Finn and Chrisp, £l5 15s lOd.
