London, December 4. It is again asserted that Dr Peters, leader of the Emin Bey relief expedition, was massacred by the natives at Vatu. Mr Balfour, speaking at Glasgow, said it was impossible to endow a Catholic University in Dublin unless public opinion and both the political parties unanimously demand such a course. In the course of his recent speech at Manchester, Mr G'adstone said that since freetrade Manchester had returned a Home Ruler to Parliament, a longsought excuse had been afforded to the wealthy to desert Liberalism. Earl Aberdeen presided at Mr Gladstone’s meeting, at which there was an immense audience. Mrs Gladstone delivered an address to the women of the city during the visit of herself and husband. Sir Andrew Clark, an old New Zealand officer, and formerly a member of the New Zealand Legislative Council, has been interviewed on the subjects of Federation and Colonial Defences. Generally speaking he concurred with the view expressed by Major-General Edwards that the land forces should be under Federal authority- Until that was effected he thought no defence on a large scale could be efficient. The different guages in the Colonial railway systems was, he said, a deplorable mistake, in view of the necessity arising for moving troops, though he regarded invasion of Australian territory as absolutely mythical. The navy should be the mainspring of any defence scheme, and Sir Andrew expressed regret that that branch had not received primary attention in the colonies. A great deal of money had, in his opinion, been wasted on the coastal defence of Victoria, whilst the real danger to commerce lay further seaward. Berlis, December 4. Zanzibar, Dee, 8. Stanley arrived at Tsoa on Saturday, and was met by Major Wissman’s lieutenant, who entertained him at a banquet. Responding to the toast of his health, Stanley eulogised the German enterprise in East Africa. It appears that after meeting at Wadelai, Emin Bey and Jephson were sentenced by the enraged mutineers to be banged, for wishing to escape in order to rejoin Stanley. Luckily they were not recaptured by the mutineers, who would probably have carried the sentence into effect if they could have laid bands on the fugitives. Emin Bey remains in the service of the Khedive, Both Stanley and Emin Bey are well, though much aged in appearance, Sr. Petersburg, Deo. 8. The Russian Press discredit the statement that the Czarewitch is to be betrothed to Princess Marguerite, sister of the German Emperor, and asserts that the Czar is desirous of 4 Slavonic alliance for his son,
