The German Ambassador informed the Austrian Emperor of the Kaiser’s intention to adhere to the Triple Alliance. The Home Rule Peers have signed a protest against entering a report of the Parnell Commission on the journals of the House of Lords. The Pope felicitates the Kaiser in trying to improve the condition of the working classes, but adds that a solution of the difficulty requires the powerful assistance of the Church. Oxford won the University boat race by a length. The Cambridge crew were favorites and led at the start, but Oxford gradually wore their opponents down. The water was choppy. The Spanish Chamber has passed a Bill conferring universal suffrage. It is not expected to be opposed in the Senate. It is understood that should the Berlin Conference adopt Emperor William’s programme the effect will merely be to bring foreign factory labor legislation up to the level of the factory laws of Great Britain, thus enabling the latter to compete fully with other manufacturing countries.
