The Parisian journal Figaro states that Prince Victor Napoleon, who died recently, left behind him a manifesto, in which, though favoring the re-establish-ment of an Empire, he asserted his intention of resigning himself to the condition of things by which the Republic was maintained. His reason for this was to ensure the happiness of France by the non-creation of further discord. NEW ORLEANS LYNCHING. The Grand Jury at New Orleans has refused to indict those alleged to be connected with the lynching of the [Sicilians. In their report they state they have discovered many efforts to bribe the jury who tried the Sicilians for the murder of Chief Detective Hennessy ; also that half of the original jury desired to convict the Sicilians, and that nine of the victims of lynching were naturalised American citizens. The Grand Jury further report that the lynching involved the entire city, and therefore it was difficult to ftx on anyone as specially guilty. The Press of the United States endorse the refusal of the Grand Jury to indict the lynchers.
