[Special to the Standard.] BRITISH AND FOREIGN. Cholera is spreading throughout Egypt. The Queen has returned to Balmoral Castle. Steps are being taken to revise the Belgian'Constitution of 1831. The United States Government are enforcing the new immigration law. Five thousand Jews, principally those expelled from Russia, arrive in London weekly. The Hons. J. A. Chaplam and Wilfred Laurier, of Canada, will be Knighted on Queen’s Birthday. The House of Commons has reassembled. During the vacation the buildings were subjected to a thorough fumigation. The cruiser Katoomba and the torpedo gunboat Boomerang have sailed for the Australian station. The dynamite guns for the cruiser Vesuvius have been tested at Lynn Haven Bay, with complete success. The National Union Conference at Cincinnati, representing four million members, demands free coinage of silver. The rumored dissolution of the firm of Rothschilds is denied. Queen Natalie proposes to reside in Versailles. King Milan considers that her expulsion will tend to strengthen the dynasty. Thirty people have been killed, and fifty injured by a tornado at Centralia, in Illinois. The tornado extended for a distance of 40 miles in length, and two miles wide. Negotiations between the Chilian ins urgents and President Harrison are progressing satisfactorily. All the Belgian miners who recently were on strike, demanding the adoption of the eight hours’ system, have now resumed work. The Rothschilds sent a million of gold to Russia on Friday, and send another million in a few days. The large influx of gold has had the effect of easing the money market. During last week 266 deaths from influenza were reported in London. Mr Gladstone is still suffering severely from the effects of influenza, and is not yet considered to be out of danger. The Pope has instructed the Roman Catholic priests in Corfu not to assist in the persecution which is being carried on the island against the Jews. A Bill providing for the repeal of the tax on deposits in private banks in the Argentine Republic is nowbeing discussed in Congress, The French grain crops are in a critical condition, and different official estimates of the yield show a deficiency in the Home supply of twenty million hectolitres. The Pope has written to the Emperor William, urging him toassist in carryingout the proposals contained in the encyclical letter of His Holiness, for State intervention between capital and labor. A syndicate of American capitalists have agreed to convert the Russian loan at a half per cent, lower than the price demanded by the Rothschilds. The Postal Convention has been opened by the Minister of Commerce. In his address a hope was expressed that all civilised nations would join together in establishing a single postal confederation. A scene of intense excitement was witnessed in tbe House of Commons when a motion was tabled to abrogate the Federal Franchise Act. The Goverment strongly opposed the motion, which, ultimately, was rejected by a majority of 27. On the decision being announced the members of the Ministry and their supporters sang “ God save the Queen.”
In the House of Commons a new clause just introduced in the Irish Land Bill by Mr Balfour, providing for the allocation of a sum available for land purchase in proportion to the value of the holding, was carried by 180 to 22. Mr Parnell, who supported the clause, declared that it would benefit the tenants.
The terms of the Queensland loan are favorably regarded, though the amount is considered excessive. City experts predict that the amount applied for by the public will be under a million sterling. The public executioner at Manipur states that he received his orders for the killing of Messrs Quinton, Grimwood and others from the chief senpaputty. The prisoners were placed in a standing position, with chains on their legs, and their hands tied behind their backs, and while in that helpless position their heads were severed with a Burmese knife. The youngest Manipur Prince Tilla Gunda has been arrested in connection with the murder.
The Marquis of Salisbury has been ptesented with the freedom of the city of Glasgow. Referring to the AngloPortuguese convention regarding South African territory, he contended that Portugal had only been awarded lowlands which were suitable to natives, while England secured highlands which were more desirable for European occupation. The cessation of popular resistance to the expulsion of ex-Queen Natalie from Servia was due to the Government spreading false reports that the order for her expul. ion had been withdrawn.

Madame Patey, who has just arrived, has stated in an interview that she gives a concert at Gisborne on her way South. Captain Sfcinner’e new 100 ton schooner for tbe East Coast trade will be launched gt Whangaroa about Wednesday next. The Mariposa, with the outward mails, left for ’Frisco thia afternoon, Baron De Hirscb, philanthropist, is a brother of Baron James Da Hirscb, who fought in the Maori war in a volunteer contingent, and afterwards embarked in business in Auckland and the Thames for soma years, He married an Auckland lady, Both are now dead. SOUTHERN NEWS. Satukdat Night. A benefit by Dunedin amateurs in aid of tha family of Musgrave, the comedian, realised over £BO net. Goo. James Clark, late Secretary of tbs Oddfellows’ Lodije at Port Chalmers, was committed for trial for embezzlement. At Wellington there are only seven cases down on the criminal list for June, including the charges of dummyism against Coleman Phillips. A fishing boat at Palmerston, with a crew consisting of Gunn and Bushbridge, was ] missing from Wanganui yesterday. Fears | are entertained for its safety. At Timaru a young man named Jones has | been remanded till Tuesday on a charge of j burglariously entering the Royal Hotel on / Monday night.
Two fires have occurred at Foxton, one destroying Williams’ flaxmill, an i causing damage to the extent of and the other the stables of Stunsell’s hotel and another building. ( At Dunedin Mr Carew, R.M., upheld the validity of the Harbor bylaw fixing port dues in respect of ocean-going steamers.
The election of the Prohibition Committee for Oamaru has been upset on petition. Judgment in the Edwards case was not delivered to-day. The Chief Justice eaid it might be given on Monday, but they could not promise. The Native Land Commission will send in their report separately, Messrs Rees and Carroll not being altogether at one. The report will not be ready till Tuesday. The Dunedin Education Board carried a resolution forbidding teachers from taking part at school elections, and agreed to intimate to the .Minister that the School Election Act is generally defective, except that it abolished the cumulative vote. The Cabinet have had under consideration a dispute between the Hon. B. Seddon and the Midland Railway Company, and it is anticipated the difficulty will be settled in ft day or so. The Company will ba requested as one condition to start work immediately. The names of 96 unemployed were taken down by the Mayor of Dunrdin for road making in Catlin’s River district. Mr Morah then addressed the men, explaining to them the Village Settlement system for which blocks of land had been reserved along the line of road making which the men will work on.
