* NEUTER'S CABLEGRAMS. [from our own correspondent.] London, October 11. The report which was made that the Sultan had offered to^cede Dulcigno to Montenegro has now been confirmed. Several American oarsmen are coming to England for the purpose of rowing against Hanlon, the Canadian; and Laycock, the Australian oarsman. The Cabinet Council, which has been summoned for to-day, was postponed, ow« inec to news received at the Foreign Office that the Sultan was inclined to yield to the demands of the Powers in regard to Dulcigno. It is now known that (he propnsil which had been made by the British Gos vernment to Ihs Continental Powers, for the coercion of the Porte is, that the Combined Squadron should enter the Gulf of Smyra, and there place an embargo on the Turkish commercial marine. Austria and Germany hesitate to accept this proposal, Amimour is current here to-day that the Sultan of Turkey has decided- to meet the demands of the Powers, and has resolved at last to surrender Dulcigno unconditionally to Montenegro. Further news has been received from Teheran regarding the rising in Kurdiss tan. The rebels are now, in addition to pillaging towns, massacring the inhabit tants, and Hischmet Khan is collecting large forces of Persian troops to proceed against them. October L 2. The Time 3in a leading article tosday urges the granting of a respite to the Porte, in view of its agreeing to cede Dulcigno to Montenegro. Intelligence has been received from Rangoon that a force of Burmese troops numbering 1000. has assemb'ed on tue British frontier, nnd is miking prepara* tions to attack Allantys. The garrison of that place is being s'rengtheaed in view of possible hostilities. A then?, October 11. Owing to the possibility of hostili'ies between Greece and Turkey, over the settlement of the frontier question, nutnber3 of volunteers are arriving here from oiher countries, and are offering themselves for service with the Greek army. Few Yobk, October 11. A serious railway accident is reported as having occurred at Pittsburgh, Pennsylvania, to an excursion, train by which twenty persons hare been kilied. Melbourne, October 11. Mr Berry, speaking at Chines, last uighf, announced that ho would submit his reform scheme to Parliament after the present recess. The Social Science Congress has corns me'iced its sittings. Papers relating to Ihe negotiation have been published. The latest news from Persia is that the Khurda have destroyed 120 villages, ned are now ratuming into the mountains with their booty. Calcutta, October 13. Intelligence haj been received here from Cabul that Mahomed Jan, who ha? for sometime been hostile to the British, and who operated with Ayoub Khan in the attack on Caudahar, has now sent in his submission to the Ameer. Brisbane October 14. The captain of the Government schooner reports, that there is a good harbor with safe entrance for steamers at Port Parker in the Gulf of Carpentaria — tbe proposed terminus of the proposed Trans.-continental Bail* A-oy.
