Only members wlio sprke Being Bunny, Beet* ham, and Hurslliouse, ' die Government whips. Bunny made some good points on local Government, and mentioned one County Council in this province, which only had an income of eighty pounds per annum, and had nine members to administer it. He characterised the present system as perfect muddle, and accused • the Ministry of leaving- too* much to the.irresponsible beads of departments, and favoured a scheme similar to that f,ro« posed by Grey. His statement of revenue was denied by Beetham, Chair* man of the County referred to, who said the r&enyj} was tetween five and six thousand j early, Address was then agreed to after whips had spoken. The second reading of the Chinese Im migration Bill was moved. Major Atkinson, Fox, Trimble, Turnbull, Murray, and Fulton, spoke in favour of Chinese, and against the Bill, considering Chinese bad equal rights with Europeans. Eight members spoke in favor of the Bill, and the second reading was carried. The Bill provides that only 6000 Chinese be allowed in the Colony, or one per cent, of European population. Barron gave notice to ask to-morrow whether Government intend to take steps to suppress gambling, especially as regards race consultations. June 17. In the House last night the Chinese Immigration Bill was run through committee in twenty m.ftmtes; In committee on the Licensing Bill, Bastings suggested the appointment of a travelling committee instead of a local Licensing Commission, but Fox went 1 , further, and boldly proposed that the ; Licensing Committee consists of persons : to* be elected by the ratepayers of the district. The proposal went to the vote, and was carried by #1 to 19: . Loud cheering followed the result of the division. The result is considered in the House as the greatest triumph ever achieved by the Good Templars, in being as a strong form of local option as could be expected in Wellington. Wellington, June 18; Wukefield is mentioned as a likely candidate for tbe vacant portfolio. It is said that Bain and Richardson have refused it. The railway reams for April are wonderfully satisfactory, displaying change almost magical. The returns shows that receipts, after paying all working expenses, will pay seven per cert on total Bum expended on railway construction, viz , nine millions and a quarter. Wellington, June 17. In consequence of the outbreak of small-pox in Sydney, the New Zealand Government have, after considering a telegram received from the Government of New South Wales, resolved to proclaim Sydney and Port Jackson infected places. Chbistchubch, June 17. , Judge Joh'ristone intimated his inten- ■ tion to sentence Murphy, whose case was heard by Court of Appeal, to similar | term on counts in the indictment, which still remain good. The Court of Appeal held that as regards the counts there was manifest. The judgment directed Murphy be brought for sentence again.
