If lam right, and I believe I am, I should like to know how it is that while there are some five or six competing carters in town, the work of hauling stone for tbe protective works should be given privately to one carter, when had teniers been called, the work might have been done for half the money now being paid. The ' Excutive ' is away in Wellington, so the bleme cannot be put upon them, and who then is responsible for this ?— lam, &c, A Cabteb. tteefton. 19th July, 1881.
