members of the Legislative Council should be elected by the people of tbe Colony. His motion for annual Parliaments is down on the order paper for Sunday. Sounders has given notice of motion to move on vVednesday week—^hat no financial proposals will bo acceptable to this House that are not based on the strict adaptation of the annual expenditure of the Colony to its annual revenue, without any assistance from borrowed money, and that do not aim at the complete separation of Colonial and local finance, and the entire emancipation of tbe latter from the control or interference of this flonsc. Ihe Govarntnent conyened a meeting of their party to-day to consider the general programme of the party business as now proposed hy Ministers to be carried out. There was a full attendance of the party, every member who voted with the Ministry on the recent division being either present or accounted for. In the House yesterday several measures were advanced a staee, notably the Regulation of Elections Bill, which has now finally passed both Houses. The evening sitting whs devoted to eon sidering the Gaming and Lotteries Bill in committee. The clause to include the Chinese game of fan-tnn caused con« siderable amusement. Several members insisted on the Colonial Secretary explaining the game, and be replied "Sir. I bee to inform hon. members 1 don't know what it is." Reeves suggested it was a sort of kiss«in»the»ring game, in w ( hich he had always been very successful. The totalisator is to be allowed on racecourses. At a Government caucus held to«day. many of their suuportors were not present ; no West Coast members attended. The Government will introduce two Bill" as quick as possible. The Native 3>nds Rating and Road Construction Bill will die out. It is snid the Gambling and Lotteries Bill before Com' mittee last night will not be heard of again. On Tuesday, Estimates will be placed on the tablfl. Public Works Statement will be made at an early date/ Tbe only Bills of moment that will be considered are Railway Construction Bill, and Re»lKslribution of Seats Bill ; it is thought me Corrupt Practices Act will be further 'considered. Great excitement prevailed on Thursday over the division • the House was completely packed. The Opposition are regaining their accustomed tone, and are prepared to ;*ait another year. Tha feeling is gaining ground that Weston's and Saunder s bourse was the right one. The House will not prorogue for six weeks or two months. Members complain bitterly of the lost time, and the unpreparedness of the Government with their measures. Tbe Railway Bill is likely to be bard fought.
Auckland 29. The petition in favor of the abolition of County Councils has now obtained the signatures of the representatives of fiftyone Road Boards. Superintendent Thompson reports to the City Council that owing to i's defects the Adulteration of Food Act is largely inoperative, also that convictions for dirty and ill-drained dairies could not be obtained under the provisions of the Public Heslth Act.
