(frost ottr own correspondbktA London, January 6. Another large Liberal gathering took place last evening at Birmingham. John Bright and Chamberlain were present and addressed the meeting. In the course of their speeches they alluded to the intentions of the Government during the approaching session of Parliament, and announced that after the question re Reform of the procedure of the House of Commons had been settled, a Bill for the Reform of the English Land Laws ; for the Assimilation of the County and Borough Franchise, and for other objects would be introduced by the Government. Washington, January 6. A circular has been issued by the United States Government to the Republics of Central America and South America, inviting them to send delegates to a convention to be held in this city, in November next, for the purpose of conierring on the subject of their common interests, and for the adoption of guarantees against foreign meddling in their affairs.
