Traffic is completely paralysed, and efforts which have been made to induce the men to return to work have as yet proved unavailing. Albany 19. A serious explosion occurred to-day at a powder mill in Minden, a strongly fortified town in Westphalia. The greater portion of the place has been shattered to pieces, and twelve lives been lost.
