It is this morning announced that the Queen has decided to adhere to her intention of visiting Hesse Darmstadt, Germany, and Her Majesty's departure is now fixed for Monday next, the 14th hist. In the House of Commons last night, the Electoral Reform Bill, providing for uniform qualification throughout the three kingdoms, was after further discussion read a second, on division by a majority of 140. Melbourne, 8. Biddle, stationmaster at Werribee, through whose negligence the fatal railway accident at Little River is said to have been caused, has been -committed for trial on a charge of manslaughter. The Wairarapr — Adelaide enquiry wa3 continued to-day. The witnesses who were on hoard the Uuion. steamship confirmed the evidence taken at Dunedin. Mouatt, the engineer corroborated the statement that the remark made by Mills, regarding a race was merely jocular. The other witnesses denied that the Wairarapa waited for the Adelaide, and blamed the bad steering of the latter vessel. Mills, the Union compauy's agent, testified that he never arranged for a race between the vessels, and that the statement of Turnbull the Adelaide's agent to the contrary was incorrect. The enquiry stands adjourned until to-morrow, when Messrs Gillies and Kerford, who were among the passengers will be examined. Received April 9, 1.10 p.m. Melbourne, 9. Arrived yesterday-Manapouri, from BluE An inquest has been held at Geelong oh the body of Kitchen, the driver of the cattle train, who was killed by the Little River collision. The evidence taken showed that "staff" regulations have of late been constantly in abeyance. The trial of Biddle the Werribee station-master for n-<anslaughter in connection with the recent accident is fixed for July. The proposed official investigation of the circumstances attending the Little River collision is not yet commenced. . The following re-arrangement of Ministerial offices is announced : — Gilliejs becomes Minister of Public 'Instruction, and retains the portfolio of Works. Berry relinquishes the Postmaster -Generalship, which is taken by James Cauijpbeli, Tliomkty, M.L.
C. joins the Ministry without a port- ' folio. Adelaide, 9. The general elections are now pi'O- | ceeding. At Clyde the Colonial Treasurer has been defeated. Bray, Premier, has been re-elected. Sydney, 9. Martini Henry has had a partial knock out in the cup betting, Empress being now the favorite at 6to 1. For the Leger Martini and Legrand are equal favorites. Eeceived April 9, 8.30 p.m. Sydney, 9. Tawhaio visited the Government offices to-day, and received attention from Ministers, who were present. Melbourne, 9. Sailed— Wairarapa, for Bluff. : The Navigation Board concluded its inquiry into the Adelaide— Wairarapa collision to-day, and delivered its discision. The Board found that the Adelaide being the overtaking vessel was bound by the regulations to keep out of the way of the Wairarapa, and that Captain Lockeyer was, therefore responsible for the casuality. Taking into consideration the darkness and dangers of the channel the Board considered it highly reprehensible, to proceed at such high rate of speed, the vessels being in daugerous proximity. The Board suspended the certificate of Captaiu Lockeyer for two months, and severely censured both masters, and cautioned them as to the future. Captain Derliu, nautical assessor, entered a protest against the finding of the Board, beiug of opinion that both masters #ere responsible for the collision. 1 Albany, 9. P. and 0. steamship Rome, with the inward mails via Suez and Brindisi (London March 7.) One of the passengers is suffering irora small-pox. Received April JO, 1 a.m. Sydney, 9. • In the Legislative Assembly to-uight a Bill empowering the University senate to graut additional degrees, and also to confer degrees upon women, was agreed to. Melbourne, 9. Preparations are being made here to quarantine passmgers by the P. andOsteamship Rome, which has arrived with smallpox on board. Received April 10, 12.15 p,m. Albany, 9. The case of small-pox which occurred pn board the steamship Rome, from London, was of a mild character, and the patient is ndw convalescent. London, 8. In the House of Commons to-day 1 1 Gladstone-stated that the Government ' ' is not yei decided what course to pur- ' sue with regard to the dispute which had arisen between Nubia Pasha, the Egyptian Minister and Clifford Lloyd. In the House of Commons to-day the London Municipal Reform Bill, which was announced in the Queens speech, was introduced, and read a first time, The measure provides for the extension of the City Corporation so as to embrace the whole of the metropolitan area, and the abolition of the Court of Aldermen.
