Parliament was opened to-day by Commission. The speech from the throne stated that the House had been summoned to further consider tlie question of representation of the people. The position of affairs in Soudan was one of painful uncertainty. Her Majesty warmly recognised the energy, courage and resource of General Gordon in the defence of Khartoum, and that he was doing his best to promote the improvement of affairs in Soudan. In reply to a question Lord Derby stated that if the assent of the New South Wales Government was notified iv time tbe proposed Federation Enabling Bill would be introduced in the House of Lords during the present session. In the House of Commons last night Gladstone was questioned regarding the state of the navy, and in reply announced that for a long time past the Admiralty had been engaged in examining into the condition of the navy, and that a statement would be made during the month of November. Berlin, 23. Duke of Cumberland has issued a proclamation claiming succession to the Dukedom of Brunswick. Cairo, 23. The reduction of the Egyptian army, as recommended by Lord Northbrooke, if carried out, will have the effect of largely reducing the number of British officers employed by the Khedive.
