MANDATE OF SOLDIERS' COUN-
CIL SCOFFED AT,
PETROGRAD, April 7. A correspondent reports that a week ago the Soldiers and Workmen's CfmaaKl, on the pretext of anxiety regarShg a-counter-revolution, decided to arrest all the members of the Duma Executive Committee and members oi the Provisional Government. They sent armed soldiers to the Taur'ida Palace where the Guard of Preobrajensky curtly said: ** Yon want to arrest the Duma ? No ! Not much!" The council's inanda"fcories retired crestfallen. Anxkms to restore the prestige of the council they then sent 150 soldiers to TssvrsIcoe Selo to arrest the ex-Tsar. The guards laughed at them, but agreed to allow them to have *a. glimpse of "Colonel Romanoff" (the ex-Tsar's new title) walking iri the grounds/
