MANY' SWEEPING CHANGES

LONDON, April 2. Russia is remodelling and rejuvenating her army in preparation for her coming efforts. Mr Wilton, The Times correspondent, who is .visiting General Alexieff's headquarters, says:—"The old link between' the arms[ and the country was the Tsar, the incompetence, and inefficiency of whose regime led to the breakdown of the food supply and transport services. As a result of prolonged conferences at* headquarters it has been decided to1 adopt the British model of War CSbinet, with a committee representing the Duma, the Departments of Workmen, Finance, and Industry, in co-operation with large powers. Sweeping changes are being made in the army personnel.' In the past; promotions have been based on favoritism and cumbersome seniority. Many regiments. have already dismissed incompetent or reactionary senior officers by vote. In nearly overy case tlie boycott was justified., .Many officers lost their places because they had German names. Anti-German feeling is pronounced throughout the army. General Aliexeff is a stalwart advocate for the Duimv and he prevented the_ Tsar from ' escaping .to the Crimea."
