COMPULSORY QUOTA. BILL BEING DRAFTED. LONDON, Dec. 4. Following the decision of the . Imperial Conference regarding the desirability of encouraging Empire films, the Government is drafting a bill to prevent blind and block booking and providing a compulsory quota, beginning with one of five per cent. The operation of the quota, however, will be postponed for a year from the date of the legislation to enable producers to meet the demand.—A. and N.Z. cable.
