INDIA’S DECISION TO SIGN. (Australian Press Association —United Service.) GENEVA, Sept. 7. It is announced that India has decided to sign tho optional clause of The Hague Convention. Sir Muhammad Hedibullah stated to-day that India was pleased with representation on the League’s permanent staff of administrators and experts. Ho asked when India could take her place among tho6e determining the highest policy of the League. M. Venizelos announced to-day that Greece was signing tho optional clause. <

The States signing the optional clause bind themselves to accept the compulsory jurisdiction of the Permanent Court of International Justice in several important particulars : the interpretation of treaties, questions of international law, breaches of international obligation, and tho nature and extent of reparations required to condone such offences. The point to bo emphasised is that all States accepting this “optional” clause are bound by tho decisions of the Court as between them and any other contracting party. Howover, all States are allowed to sign conditionally and provisionally.
