BELGIAN LABOUR.
PROTECTIVE MEASURE. (Times Cables.) LONDON, Sept. 21. The Times’s correspondent at Brussels states that a bill will shortly be introduced prohibiting foreign workmen from entering the country—unless coming to work at a trade in which; there is a scarcity of labour. More than ten per cent, of the workmen engaged in Belgium at the present time are foreigners; they are chieflv Poles and Italians.
