Received September 24, 9.0 a.m. SHANGHAI, Sept. 23. There aro rumours circulating in Manchuria to the effect that M. Karakan, the Russian Envoy in China, is alleged to have declared that unless the controversy between China and Soviet is settled within 30 days the Russian Government will assume control of the Chinese Eastern Railway by means of force. Hostilities on the Manchurian frontier have been reduced to a minimum. Soviet aeroplanes are mainly reconnoitring the Chinese lines; occasionally Soviet trenches resound with machine gun fire directed at the Chinese lines.
