TAXATION PROPOSALS

CANTERBURY RESOLUTIONS. FARMERS’ SUGGESTIONS. Per Press Association CHRISTCHURCH, Se.pt. 23. At a meeting of farmers convened by the Christchurch Chamber of Commerce to-day resolutions regarding the Government’s taxation proposals were carried. The effect of tho resolutions was as follows: '

(1) That the burden of land tax proposed is inequitably large. (2) That relief in taxation should be granted to taxpayers who own land which, in the opinion of a properly constituted tribunal, is unsuitable for sub-division.

(3) That the penalty of the special tax should not take effect till March 31, 1931, in order to give landowners the opportunity of sub-dividing and selling portions of their holdings.

(4) That the mortgage exemption be £15,000 unimproved value for ordinary land tax and that for the special land tax total exemption be granted for all mortgages. (5) That the commission to'enquire and report concerning cases of hardship should be the Assessment Court under the Valuation of Land Act, 1925. (6) That, in considering taxpayers’ appeals under the hardship clause, the earning capacity of the property and other revelant circumstances should be taken into consideration as well as the taxpayer’s financial position. (7) That the Valuation Department be requested to determine the values of land according to tho situation and stock carrying capacity as the present system of valuing results in inequality. (8) That the Prime Minister be respectfully asked to amend the Finance Bill so as to give effect to these recommendations.
