SECRECY MAINTAINED. DUTIES TO OPERATE IMMEDIATELY. „ (United Press Association —By Electric Telegraph.—Copyright.) Received January 27, 12.55- a.m. LONDON, Jan. 26. The Parliamentary session opening on Tuesday will be marked by an exceptional amount of work. An unusual procedure is that there will be no general statement of policy. or a full dress debate thereon. The foreign .policy will be outlined only in the .form of answers to questions. Tariffs will be the outstanding subject. It was authoritatively admitted to-night that these' are being evolved in close co-operation with the Dominions. The Government is determined not to follow the procedure of the former emergency duties by leaving a fairly, long interval .between the announcement and the imposition of the duty, thus giving opportunities of forestalling it by importations. On the contrary the revenue resolutions will bo introduced in Committee on Ways and Means, following the passage of the special Bill, to permit the duties to operate the same night. Secrecy .similar to the Budget taxes is being observed in reference to the new duties. ' The latest forecasts of lobbyists include ten ’per cent, duty on all manufactures and semi-manu-factures, including iron and steel, and duties on many, foodstuffs, excepting wheat and meat, but including dairy produoe. The objects of the latter are, firstly, to. encourage the, extension of Dominion- .preferences at the Ottawa Conference, and, secondly, the negotiation of reciprocal greements with Argentine and Denmark with.q view to; obtaining .special-terms for certain British manufactures., '
