Mr Arthur Henderson, before leaving to-day for Geneva, whore he will preside over the Disarmament Conference, said that lie was not discouraged by the existing circumstances in the world, but was going in a spirit of hope and confidence. :. v The economic and financial position of most countries made- it imperative that every effort should be exerted to achieve success, he added.
