Tho draft of the commercial treaty with Manchukuo, which is expected to be concluded early in February, provides for an improvement in tlie judicial system. It reaffirms the’ open door policy, but stipulates for reciprocal clauses regarding special imports and exports for the mutual benefit. it also provides for an extension of the Japanese rights to the leasehold under the 1915 treaty to tho whole of Manchukuo and also reciprocal freedom of travel, residence, business and inland navigation and exchange of oonsuls.

ONLY A DRAFT RESOLUTION. SHANGHAI, Dec. 19. It is reported that tho resolution of the Kuomintang to send troops to Manchuria and direct an anti-Japanese boycott is only a draft resolution which is not sponsored by members of the Government, who merely passed the resolution as admissible for debate during the present session of the Central Executive.
