Received December 22, 9.40 a.m. WASHINGTON, Dec. 21. A tentative draft of the resolution to repeal tho Amendment emerged to-day from a United States Senate judiciary. Drafted as the basis for a discussion ,and not necessarily representing the views of the committee, it would give Congress power to prevent tlie return of saloons. On the first test vote on the Beer Bill in the House the “wets” were defeated by 132 votes to 108 on a motion to strike out the enacting clause of the Collier Bill. The move would automatically have killed the measure. On a teller vote being demanded, the vote was 103 to 118.

Mr James Collier, chairman of tho House Ways and Means Committee, predicted a few days ago that a Democratic 3.2 Boer Bill would bo passed by tho House.
