The Daily Dispatch foreshadows the advocacy or sweeping changes in betting laws by the Royal Commission on Lotteries, including a tax on all bets (realising millions sterling), two or four British sweepstakes yearly, legalisation of totalisators on dog tracks in addition to racecourses, control of totalisator clubs, licenses for bookmakers and the constitution of a Betting and Lotteries Commission to control betting matters.
