AT HALF-WAY HOUSE. MADRID, Oct. 2. The Cortes has re-opened in an atmosphere of intense excitement. The building was * closely guarded by police. Senor Lerroux, the new Prime Minister, declared that Spain stood midway between anarchy and a dictatorsliip. Senor Lerroux has not a majority owing to a split amoim the Radicals and Socialists, and as he will not resign he is expected to dissolve the Cortes. The Catalan Cabinet has resigned.
