THE FUSION POLICY,
> CAPETOWN, Oct. 5. > The Cape Nationalists, who have opened their Congress here, are determined to force the Prime Minister, General Hertzog, to state clearly his fusion proposals. AVhile General Hertzog is credited with an intention to demand an unequivocal resolution favouring fusion, General Smuts has emphatically declared that the fusion must embrace tho English-speaking community. Dr. Malans, in his presidential speech, opposed fusion. It is believed that a split is inevit--1 able.
