NAVAL ACTIVITY.

NEW VESSEL BUILDING. SIGNIFICANT FLEET EXERCISES. LONDON, Oct. 6. The Admiralty announces that a contract for the construction of the first vessel of the 1933 naval programme—namely, H.M.S. Bittern, _ a convoying sloop—has been placed with the John Brown Company, Clydebank. The naval writer of the Times points out that it was not intended to begin the full programme until the end of the financial year on March 31 next, but owing to the shipbuilding activity of other countries it will not be surprising if the date is brought forward. The •designs of certain ships, particularly cruisers, may also require revision owing to developments abroad. Safeguarding the Empire’s trade routes in war time remains one of the greatest naval problems. A further* significant series of fleet exercises commencing on October 10 in the North Sea is designed to protect convoys. The exercises will more closely resemble war than any during the past two or three years. Battleships, cruisers and destroyers will participate in large-scale operations.
