RESPECT FOR WARSHIPS.
LOYALISTS REPLY TO NOTE. LONDON, June 27. Tlie Spanish Government has issued n Note replying to the British, French, Italian and German request for an assurance that foreign warships would be respected. The Note expresses surprise that the request, which Britain forwarded, was presented, not in the name of the Non-intervention Committee but by four members of it. It declares that the Spanish Government, while disposed to examine proposals to avoid a recurrence of incidents, cannot proceed with their examination unless they are accompanied by proposals designed to guarantee the safety of Spanish merchantmen, ports and towns against Italian and German warships, and to prevent their collaboration with the insurgents. The Note suggests that the Non-In-tervention Committee should add such proposals to those already submitted. It also proposes that neutral observers snouiu oe on board control vessels, while big warships should be replaced by armed Brawlers, thus reducing the risk of incidents. . The Note protests against the use ot the expression “two contending parties” as tantamount to placing the legitimate Spanish Government on the same level as the rebels.
